Not only the quality of riders but also the quantity of races can be deciding for obtaining world tour status.

Leopard Trek missed some stages in the Giro due to the Wouter Weylandt drama.
Euskaltel rides less than half the number of .1 races compared to Vacansoleil.
Vacansoleil were last in the world tour ranking, but the number of .1 races made up for it. 57 of the events Vacansoleil participated in were in Belgium (29) and France (28)

Belgium teams participate mostly in one day races
Cofidis were in 16 of 27 world tour events.
Team Geox is clearly the big loser here.
The Italian teams (sometimes with irish license) score surprisingly low. The lack of wild cards for world tour events clearly shows.
Team Type 1 should also have raced more with their material. Too many nationalities? Or too much travelling between USA and Europe?
